Hi
Yes one can apply for LPR and fulfill one of the 2 conditions to get full PR status:
1) Secure a job or
2) Bring whole family as mentioned in LPR application and get a home.
There is no benefit of having LPR as for as job situation is concerned, and job would ultimately be dependent on employer interest and skills in demand.
You can apply for LPR thru ICA designated consultants one of which is SMC in HK and Singapore.
