You can. I have travelled to UK and Cayman (UK Tarritory) from India on a ticket purchase in US and paid in US Dollar (e-ticket, purchased by my company in USA).
Similarly, my friend has travelled from Singapore to India, on a ticket purchased in India and sent to him.

You cannot buy tickets from India if journey is starting from
Singapore.
You always have to buy ticket in currency from where you are starting
the journey.
