Your question is not complete. As per my understanding of your question,
if you intend to setup a free web based email service, it would cost a hell, depending up the no. of users signing up for your service. Not to forget the amount of time you will have to spend for maintenance and troubleshooting.
If you already have a product available, its good, if you are going to build it on your own (I believe you might try Open Source tools) it COSTs alot.
How about hosting services? Do you own a hosting company? What is the bandwidth you are going to offer? What is the expected peak load? How many new users will join you every month? how many support engineers you are going to have? is this for fun or for serious biz? what is your objective to run such a service?
