As Satish said a marriage certificate is sufficient. And what Satish said is true in case you are in a EP and if you want to get her a DP(Dependent pass). In case you are a PR you cannot get a DP for your wife, you can only get Dependant PR for your wife . Go to www.ica.gov.sg and download form 4 and you can find what other documents are needed to go for a Dependent PR there. It take nomally 3 months to get the PR approval. On the other hand you can parellelly apply for a Long-term social visit pass for your wife, which will take probably 2 weeks for approval and then bring her into singapore and change her status to PR once she gets the PR approval.

1. A copy of Form 12 (download from the MOM site)
2. Marriage Certificate
3. Wife's educational certificates
4. Passport copy
