Hi Mohan,
For indian Passport holders, on arrival visa issued only at Tuas check-point only.
Options are,
1. You can take bus from Jurong East MRT, malaysian bus (Yellow color) - CW3.
2. You can take jb-sg taxi (yellow color/city cab) from queen street. let driver know you want to go by 2nd link and has to wait for visa at Malaysian immigration.
