Hi Kumar,

Here is the letter from US Consulate Singapore. I think it might helpful for
you in your stamping.

Best of luck for your stamping.

Applying for a Visa in Singapore
*

Any person who is legally present in Singapore may apply for a visa here.
However, applicants should base their decision on whether to apply here on
more than just convenience or delay in getting an appointment in their home
district.

First, there can be NO guarantees as to issuance of the visa. Nor can there
be a guarantee of processing time. A*pplicants who are not residents or
citizens of Singapore are generally advised to apply in their country of
nationality or residence*. In cases where further information or
investigation are required, applicants must be prepared to wait in Singapore
while the application is pending. In some cases this may stretch to three or
four months. Applicants should not assume they can fly into Singapore while
on vacation and "get their visa stamped."

During the visa interview, a Consular Officer is required to assess the bona
fides of both the applicant and the sponsoring employer. This includes
verification of educational degrees and work experience. *If an applicant
has educational degrees and/or work experience gained outside of Singapore
and/or the United States, applicants should expect their case will be
delayed while the information is verified*. In most cases, applicants will
get a faster decision if they apply in their home district. This is true for
applicants residing in Singapore for a short time. Although there may be a
three or four month delay in getting an appointment in their home district,
the applicant is likely to get a faster decision there.

The U.S. Embassy in Singapore does not have an appointment system for
non-immigrant visa interviews. Please see our website for detailed
information on visas at:
