I agree with you. The PR's are given first preference. II pref would be -
mandarin known persons. Some of the consultants - they dont even accept the
Resume - if you are not a singaporean or PR. Others like DP holders and
visit passs holders - are given very very less importance from the
consultant perspective.

So Shruthi....try your luck by exploring the market and experience.
