Hi,
To my knowledge,there is no LPR facility in singapore.

SVP,EP,S-Pass and WP are the only options for
foreigners to stay/work in singapore. but, there is
another option "long term social visit pass" for
people who are seeking employment in singapore. he/she
should be sponsored by Singaporean/PR.

some professionals may be given "EP exemption
certificate" to stay here for long term up to one year
to find a job in singapore.

Regarding LPR, there is an option for hong kong
residents to apply for PR through "SMC Management
Consultants Pte Ltd in Singapore" if they have certain
conditions fulfilled. this may be called by SMC
consultants as LPR. it may not be applicable for other
nationals. please check this.
