Hi Prabhu,
We applied passport for our baby 10 months before @ chennai passport office through takkal and got the passport within 7 working days without any problem.
To apply passport for a baby, she need the following mandatory things:
1. Baby's mother should have a valid passport and her spouse's name entry should be there in her passport (must!), if not she need to get this first using their marriage certificate (original*). This may take two days to finish.
2. Baby's father need to get an affidavit from Indian High Commission, Singapore in support of his passport and his overseas stay(hope they are charging S$20 dollar... not too sure). He need to send this original affidavit to India.
3. Father's passport copies (all pages)
4. Father's EP copy (both sides)
5. Baby's photos (4 copies)
6. Baby's birth certificate (original*)
7. Filled in passport application form - baby's thump impression is must.
8. Father may send an written request letter addressed to Regional Passport Officer in addition to all the above documents (optional)
After getting affidavit ask him to send item #2, #3, #4 & #8 to India for further processing. Using all these documents his wife should able to apply passport for their baby without any hassle.

They need to apply for the passport by producing your friend's EP, baby Mother's Passport.
Rest is normal procedure.
