Last month i got the passport for my 2 years old son.
Just let me share my exp.
I think this will be useful to u.
1. Get a affidavit form the Indian high comission stating that the father is working here and issue the child's passport to his/her mother.
2.Along with tihs affidavit,mother's passport copy and D.O.B must be given with application form for the child's passport.

They need to apply for the passport by producing your friend's EP, baby Mother's Passport.
Rest is normal procedure.
