In Malay - Pasar = Market , Malam = Evening so Pasar Malam is the Evening Market. These are popular in Singapore and Malaysia.

It is a term with a few meanings all refering to the temporary type of shops:

Recently - during the Muslims fasting month, there was a very big Pasar Malam near Paya Lebar MRT for about a month.

Often you will see a bunch of stalls come up for a week or so in HDB estates - these stalls will sell interesting food snacks, small toys ,clothes etc. Usually guys go there to eat and ladies to shop. You can get some good bargains there.
