1) If your Rupees is in NRE account, you can withdraw here using bank's
global atm card; ofcourse there is daily withdrawal limitation.
2) If your known person travels from India, they can bring along up to
allowed sum/passport; travellors cheque will help if the amount is small.
3) Currently to bringout money from India, requires much explanations to
authorities.

Alternatively,

4) Singapore offer comparable interest rates & quicker process time & upto
6-times of salary limit & now a days some banks offer longer repayment
periods for personal loans. Can apply personal loans in various banks at
same time; Repayment capasity, has to be considered here.
5) Direct Bank loans against property purchase also another option.You may
wish to consider taking loans against your investment where you intend to do
it, which is safe aswell. Investment is always a common subject and incase
of property price fluctuations caused by certain situation, there might be
chances for national helps.
6) Always, there is less protection when doing things, by un-common ways.
Ofcourse, the decision about level of risk you wish to take is optional.

For above 4 & 5, it is good you need to be SPR as your CPF ordinary a/c
supports.
With current Forex situation, bringing rupees to S'pore is not profitable in
my opinion.
