Please try the following in your command prompt:
ping -t <oracle server IP address>
to check any break down in TCP/IP service. Watch out for consistent
period as you think when the problem happens.
tnsping <net service name>
<net service name> is the name you have defined in Net configuration
and stored in tnsnames.ora file. 'tnsping' can be 'tnsping80',etc
sometimes ...
